Unlike the type gems, which are simply held items that are used to give a boost in power, Mega Stones actually flat out transform Pokemon into different forms, not only providing some boosts in stats, but also changing types for some and doing a plethora of other things.

There was a whole lot more work and effort placed into Mega Evolution, and it became a massive mechanic that just can't be tossed out for little reason
