I doubt it. The only part of the DS that Gen 4 even came close to pushing to its limit was the cartridge capacity, and decreasing the palette size of sixteen 30x30 sprites would save a few kilobytes at most.
Can someone explain to me what the limitations were that meant they had to do these in monochrome? I don't actually recall checking this screen during HGSS so, naturally, I don't remember this.

Those two replies were clearly jokes, referring to the excuses people make about Gen 1 and 2. There were limitations on their ability to color the badges, it was a design choice.
It think it was meant to be a nostalgic thing.
I found it a bit crappy to go from cool D/P badges to this shit, I would've loved to have seen the Gen 1-2 badges in a more detailed form.

I know you 8yo and think video game consoles started with the playstation 3, but the OG gameboy was really, really limited on what you could do. a game of the scope and ambition of pokemon not only being finished but even being playable is a miracle

It was a design choice. They opted to have the badges match the color of the "league" they were part of, rather than looking like they came out of a box of cereal.

No the real issue is that no other league has an official champion badge like Kanto/Johto.
