Seismic toss does damage equal to the user's level and doesn't get STAB so there would be no reason to add another element to a similar move unless that similar move didn't do static damage and then it wouldn't be a powered up seismic toss.

I can see it happening, kinda like an exclusive move but even more so. Honestly with how Pikachu is like the fourth starter of Kanto/Johto never got why it didn't have another ability other than Static that's like Blaze or Torrent, like Supercharge or something. Perhaps maybe then it means Pikachu is getting lightning rod for a normal ability instead of hidden one?
