Not evil per se, but doesn't the bio state it better respects a trainer that makes it stronger, so it's basically antagonistic and power-hungry? I'd venture to say that despite the name in Japan meaning Evil type, a vast majority of the Dark Pokemon aren't even really evil, so it's not a valid excuse NOT to have the typing.

Also both trickery and illusions are pretty nasty things to do, that's why they fit the Dark type.
