Depending on the era, Superman is sometimes more durable than destructive. Scarf Ditto would only work on Golden Age or late era past-crisis like when everyone's power levels dropped late 80's. Otherwise it'd be like copying Gliscor, like, yeah, Gliscor hits hard but it can't damage itself all that well, can heal, and can take more than it gives.

Hoopa doesn't even need to summon stuff, it can just be edgy and close a portal on Superman mid-teleport. Now half of him is here and the other half is there.

Most psychic types can probably beat Superman. He's weak to magic and is prone to getting mind controlled. It happens on a semi-regular basis in the comics, like every couple years it's a "Superman is mind controlled! Somebody Stop him!" Story. If Starro the conqueror could nearly take on the whole Justice League then Mewtwo or Alakazam should be a match for Superman alone.

Gen-4's legends are also OP as hell, lore-wise. Arceus, Palkia, Dialga, Azelf, Uxie, and maybe Mespirit could all pose a serious threat.

Superman loses against guys way below him all the time, though. You don't need light speed reaction to beat him. Starro the Conqueror was a starfish alien that is only slightly faster than a snail. It was able to climb onto Superman's back and mind control him. Doomsday is only slightly faster than most heroes and literally punched him to death. Hell, most of the time in Justice League superman is getting his ass beat and needs to work together with Green Lantern and Batman to keep things under control. Do you actually read comics or do you just go by meme pictures and Screw Attack Death Battle? Superman isn't some kind of God, otherwise he'd be SuperGod. He's a man, and he's totally capable of being beaten by guys below his power level (It happens all the time).

While yes Starro was able to mind control him, do not forget the numerous times Clark has resisted mind control by other beings who possessed arguably stronger telepathic abilities.
Like Martian Manhunter, who telepathic abilities are just as absurd as Supes strength, and Flashes speed.
The guy was able to mind control nigh omnipotence. And Clark was at one point able to resist his telepathic attacks.
