Japan doesn't have the budget for anime that it used to and so a lot of the time you'll get episodes that aren't animated well where character's are off-model. This is the case with the footage of Ash we've seen. Now it's not the case with the rest of the footage so either it's just that they're not used to his new look or it's one of their less skilled animators.

Remember this shot was the way people thought Ash's eyes were going to look for most of Best Wishes. It was in the first bit of footage we saw of him just like what's happening now.

That's the point. Season one made a regular point of addressing how Ash was a hotheaded kid who never stopped to think. Season one Ash was, above all, a ten year old child. He was routinely shown as early as Path to the Pokémon League that being cocky and overconfident and full of self-importance was not going to get him anywhere. This was proven at the Pokémon League because he, frankly, wasn't a good enough Trainer- his final lesson was how to handle defeat with maturity like Ritchie.

Surely you spotted all that? There's no way I'm reading that deeply into a children's cartoon, it always seemed pretty obvious to me. Even between Kanto and Orange Islands, Ash is a much different person and Trainer.

You clearly weren't there when the footage of Best Wishes first came out. The reaction was very similar. Images like this were made to show "how silly he looks now". But when more footage came out it became clear it was a small change and it was actually an improvement.

Looking at the official art and the better screenshots included in that scan the art style may be different but Ash's design is still the same. Once more footage comes out people will calm down about this change too.
