I'm probably autistic, but I think the differences between Mythical and Legendary is that legendaries can produce offspring. In the Lugia movie, there was a baby Lugia (iirc) and I think that pokemon like that (the birds, the dogs, cresselia, darkrai) are always in the Pokémon world, but very very rare. While Mythical Pokémon are those of Myths. Creation Pokémon, revered as deities, such as Groudon and Kyogre, Palkia and Dialga, Xerneas and Yveltal, that are embodiments of natural order, and there are only 1 of each of those and only show themselves in times of disaster
