Well, technically it has more reason now than it had in Gen5. Making more or less on scale overworld walking models for all of them instead of just a few chosen ones sounds like a bunch of work, especially now that chibi style is gone.

I don't believe it for a second. they put Pokemon snap back in this game. Adding a walking feature simple wouldn't be that difficult; they just didn't do it.

I think the biggest problem is the scaling of huge ones like Wailord or Legendaries in contrast to the overworld. Some stuff can easily follow you when you run around, but if they want to be more faithful to scale and practicability now they will just have to scratch certain mons and that will inevitably get even more angry outcry than just leaving it out altogether.
And regardless of how many models they already have it's definitely still extra work that they probably didn't want to do now when it's most likely the last game for the 3DS anyway. Especially when they had other more pressing big changes for Gen7 on their list with the story and engine.
Also I doubt that they needed much new animation for snap lite, I bet most mons probably just have their amie animation copy pasted into the overworld close ups and only the select few like Pikachu will get more elaborate movements, if they even included all mons anyway.
