Are you implying it's not a good wallbreaker or something? It's what happens when the meta shifts around. Stall's presence kept growing around the time Hoopa-U was banned, and the tools to beat stall were always there. So when people complained about how 'oh, Smogon favors stall!' it's really just that they weren't looking at all their options.

M-Hera is a fantastic wallbreaker, and fine balance breaker. Stall has nothing for the set comprising Pin Missile, Close Combat, Rock Blast, Rest since they hit too weakly to wear it down by the time it wakes up.

SpDef Talon, Aerial Ace Dugtrio, and maybe Gliscor are the closest things stall can access to deal with it. Eviolite Doublade and Alomomola can wall it too sometimes, but can't break it.

It was banned to BL for a long time now. The only thing keeping it out of OU was pure usage, which like you said was discouraged because of big Flying presence with Lando-T pivoting out from it to something that threatens it and Talonflame existing in general. Not to mention, as a Fighting slot, it was outclassed in Speed by M-Lop and power by M-Medi.

The advantage that brought it back to OU was that it has Mega Lop's capability to hit Mega Sableye and Mega Medi's capability to break walls at the same time.

If I actually took competitive battling seriously I would probably use a meta team, but I prefer to use Pokemon that I actually like.

I'm sorry, I'm incredibly ignorant when it comes to how bans work on Smogon. From my understanding, a ban occurred when teams were being built around dealing with a specific pokemon. I know how strong Mega-Mom is, but why was she banned when she was used 6% of the time compared to Rotom-Wash's 31%?

It's not on how often a pokemon is used, it's how it forces you to have a specific handful a pokemon to counter it. As much as I hate the genies' ugly mugs, there are lots of ways to deal with them.

Rotom-W isn't an hard Pokémon to deal with by any means, even if it is used a lot. Any team can reasonably accommodate a reliable way to beat it without being too restricted. Mega Kangaskhan, like most other Uber Pokémon, requires very specific, easily overwhelmed and otherwise hardly viable checks and counters. You best bet was bringing a Cofagrigus(complete shitmon otherwise), a Rocky Helmet Ferrothorn or Garchomp hoping she doesn't have some ebin set with Fire Blast or Ice Beam, or revengekilling her with Keldeo or Terrakion, which means not having a reliable switch-in and possibly being fucked over when they are in Sucker Punch range. And G-d forbid if it was a defensive set, which just doesn't die with Wish and 2HKOs everything with Seismic Toss.
