You know what Blastoise really needs? more SpA. A beast with cannons that shoot pressurized water blasts able to literally pierce steel only has base 85 SpA.

There wasn't any "steel" type in beginning of Pokemon. It wasn't until the second gen.
I guess after the change, nintendo didn't want to alter anything with starters.

Samurott has a pair of add-ons swords he kept in his armguards.
Clawitzer's right claw is technically is a custom shaped cannon, but maybe that's not what you want.
Garbodor's right hand has 3 gun barrel/projectile launcher thing can be used to shot poisonous acids. (Especially when it uses acid spray in anime)
Volcanion have a pair of red cannons (the big red ring above him, are those 2 cannons joined)
That can shoot high pressure steam that can even blow mountains.
