How does Pokemon Bank work? When Sun and Moon come out, can I just deposit pokemon from one version into Bank and withdraw them into the other version at any time? Like if I wanted to have all 3 starters once I get to the first PokeCenter, could I do that by depositing the other two one at a time from different saves on my other SM cartridge?
Yes.
PokeBank would need to update first. So expect to wait a year.

Pokebank updated three days *before* the official release of ORAS.
Further, the GL is shutting down ahead of time: http://www.pokemon-gl.com/oras/close_announcement/en/
It did the same for ORAS, and so we can infer that pokebank will update either on sun moon release, or shortly before.

Kind of. The games can't directly access pokemon bank. Instead, pokemon bank is a separate app that can access the boxes of any of the linked games, and put them into its own boxes, or vice versa. It can only access one game at a time, which is a bit of a pain, but you can move stuff by moving it from Game 1 to Pokemon Bank, rebooting, and then moving it from Pokemon Bank to Game 2.
