It did the same for ORAS, and so we can infer that pokebank will update either on sun moon release, or shortly before.

Kind of. The games can't directly access pokemon bank. Instead, pokemon bank is a separate app that can access the boxes of any of the linked games, and put them into its own boxes, or vice versa. It can only access one game at a time, which is a bit of a pain, but you can move stuff by moving it from Game 1 to Pokemon Bank, rebooting, and then moving it from Pokemon Bank to Game 2.
