Just consider Flying type to be a Wind type. Wind + Water = Storm.
That's how I can justify the typing in my head.

Gyarados was already OP to a certain extent in Gen I. It has the 6th highest Attack stat, a decent Special stat of 100 with a decent moveset.

Also if he was Water/Dragon when you fight Gary's for the first time (unless you're me who always chose Charmander and never saw Gyarados until battling Lance), other than throwing Pokemon at it how would any kid know how to beat it?

If you did it early on, yes it was hard. You usually have lower level mons, and have to manually swap your karp in, and out. Even if you used xp share, the dialogue lasted for fucking ever.

Water/Dragon and Fire/Dragon would have be op as shit for Gen 1, since the only weakness would be Dragon and there's no moves for that.
