Obviously far from every Pokémon will get this, probably just the starters' and Rockruff's evos + maaaybe a handful of others. Maybe the gen 6 starters because of Ash-Greninja.

The Rockruff in the manga has an unidentified Z-crystal in his neck for unknown reasons (it's even stranger since his evos don't keep the crystal holders in their necks) so it's probably related to Z-forms.

Why? Those are sheets for the anime, so they're focused only on the specific designs there, since it's to show the animators how those Pokemon work.

They didn't show Noibat on Noivern's concept, since it was for Noivern.

Well yeah, but based on Rugarugan, both forms would still technically be the same Pokémon. Even if the names weren't finalized you'd think they'd at least have referred to them as "Tiger 3 (Night)" or whatever rather than just "Tiger 3"
