Not saying that the game is great or that the work you pointed out isn't needed, but the plus has been in the works for ages and was announced with the game, it's not like they first decided to make this a month ago. It's also actually being produced by Nintendo themselves, so I'm not really sure how much Niantic had to do with it and what they did, Nintendo was probably forcing them to get done ASAP. You can't exactly announce the game with an accessory that sold out instantly and then not release it, considering it's already been delayed.
