Bulk Up is great with Scrafty.
I think it's because most Special Attackers on average have higher defenses on average.

Because you can use Swords Dance instead.

Most physical attackers have access to Swords Dance, while very few special attackers have access to Nasty Plot. It's not a matter of superiority, it's the fact that a better option exists.
Also, Burn. Whereas there's no status ailment that weakens SpA (and rightfully so), Burn is devastating to physical attackers. At least with one SD up, you effectively counteract the ATK debuff.
