Not really. It has a lot of colors, sure, but they don't contrast that much with each other. And most importantly, the body shape and elements are pretty basic. At worst, the black rings around its eyes may be a little too much.

Sure you can go "missingno!" but do any of the forms even line up with Ho-oh's index number? Plus if there were 190 made there's about another 60 or so that are unaccounted for that were introduced in gen 2.
I suppose there's the anime but that didn't start airing until the year after Pokemon was released, by that point Ho-oh could have been designed by that point.

With respect to Kanto, sure. But Johto strictly follows Pokédex order starting with 191 all the way up to 250, and then continues to follow Pokédex order by starting again from 31 and replacing all of the MissingNo.
The only one out of order is Ho-oh, but it's still the 64th new Pokémon -- which would've put it beyond the 190 cutoff even if that metric was 100% right.

This is my least favorite redesign from that artist because it misses two very obvious opportunities.
One, it could've followed the recurring motif of canine digimon evolution lines having a bipedal starting stage, quadrupedal middle stage, then bipedal again. See Garurumon, Kyubimon and Gaogamon.

See, unlike Pokemon, Digimon actually allows non-linear evolution that you actually have to work for in order for your 'mon to properly evolve, so you can have your midget t-rex change into either a larger tiger-striped t-rex with an upper triceratops skull, a different red t-rex with stegosaurus spine thingies, or a bipedal blue dragon and the ability to de-evolve back into cutsey monster to gain more evolution points.
