We've had those since Gen 1. One of them, Mewtwo, is one of the strongest Pokemon of all time. He even received 2 Megas.
But despite all that, he hasn't been give a role nearly as important as UBs. Their role in the story seems just as important as the Title Legendaries.

In BW2 you battle BW Kyurem once and you can't capture it neither, but you can own one. In XY you have to find the legendary birds too and you cannot capture them right away neither.

I don't want them to be non-catchable, I think it goes against the whole ethos of Pokemon, aving monsters that you can't catch. The bosses are meant to be the gym leaders, the legendaries.

Introducing super powerful non-catchable monsters would be a kick in the teeth for many, including myself, and I think a retarded decision by GameFreak.
