Like, Lapras is "good" in that at first glance it seems to have a lot going for it, but it suffers from that Gen I curse of being so well-rounded that it's outclassed in every individual role by another more specialized Pokemon

hydro pump is outclassed by scald which doesn't need no guard, and you could give it snow warning or a different hail ability to facilitate blizzard

Add recover, shell smash, calm mind, and icicle crash to Lapras's movepool.
