But this whole generation of Pokemon has been dealing with a lot of "forms"

> Alola forms for gen 1 Pokemon
> Oricorio having 4 different forms on each respective island
> Wishiwashi being able to change form in battle
> Minior doing the same thing (essentially)
> Rockruff evolving into alternate form Pokemon depending on the time of day (midday/midnight)
>Even rotom having its own unique form as the Pokédex

It wouldn't be far off to say that the starters could be the same

But those are all forms in different senses. That's like saying that apples and oranges are the same because they're both fruit.

Gen 4 was the king of forms though, with even more than listed in Alola.
>form cover legendary
>form event legendary
>cherrim weather form
>shellos/gastrodon forms based on which half of the continent you were on
>Burmy/Wormadam
>rotom formes
>free choice between deoxys forms for the first time
>18 form event legendary

>HG/SS even brought back unown's relevance

I think they're trying to set a precedent which will allow them to stop making new pokemon sometime in the future (beit gen 8 or gen 20, whatever), while keeping a viable way of adding new variety to games anyway.
