Rock is fine type-wise.
If anything, introduce a controlled bite-classified Rock move via the Rockruff line, with 100 accuracy. Aerodactyl and Tyranitar would get it, among other things, but only select Rock-types get it at all.
95 BP, 100 Acc, Contact, 30% chance to drop opponent's Speed 1 stage
Would let Mega Aerodactyl get something useful on the Rock side for Tough Claws.

Honestly, I don't ever foresee a type getting buffed by removing weaknesses. Only nerfed by removing resistances or introducing new types to give it further weaknesses. Has the former actually even happened before?
The closest thing I can think of us the Gen 2 type chart fixing itself from being fucked up and bug/poison both not being weak to eachother anymore. But that wasn't really a direct buff since there were so few bug/poison moves to begin with.
