Cinematics. That's literally the only reason that exists. It might have been in game at one point, but was scrapped, probably due to not maintaining parity between versions.

If you're counting that then you have to count Tree Xerneas.

I believe (with no backup) that his normal forme was too much color for the Pokémon option in the menu when it's in the party, so they had to figure out a way to make it more color-tame
