It doesn't have any hands to do martial arts with. With the exception of the muskedeers (which are swordsmen who use their horns), Fighting-types are all bipeds, because you need to be bipedal to use martial arts techniques.

Kind of like the idea of Type: Null being some poor, transmutated poké-mess with the whole chimera/alchemy theme that SuMo has going on. Makes sense especially as the daytime evo has those rock spikes on its neck and Null has the Arceus style 4 spike things

As far as we know, once Rockruff evolves, it's stuck in that form. Even though having it shift at night into a werewolf would make a lot of sense...
