The highest concentration of absolutely useless single stage forgettable shitmons of any generation.

It's 1 though, [animal] + [element] + goku eyes make for terrible designs.

It's actually gen 4. Everything in that gen looks like ass. From designs with no thought placed into them, to designs with literal shortcuts taken on the official art. There's like three pokemon lines that look like actual pokemon and like three old lines that actually received good looking babies and evos.

That gen was a complete disaster and we're still dealing with leftovers from it. The only good part of it was the story, as good as it can be in a pokemon game, but that is not a pokemon.

Gen 4 has by far the ugliest designs

Gen 5 has a lot of miss pokemon (Trubbish, Vanillite, Monkeys, Genies, Musketeers). But it also has shitloads of hits (Volcarona, Hydreigon, Haxorus, Excadrill, Scolipede, Scrafty, Lilligant, Whimsicott, Taos).

This is the great debate - Gen 4 or Gen 5.
I think I'd have to miticulously go through both Gens to find out which is truly the worst offender.
Gen 4 has a lot of shitmons and a lot of evos, sure. There are barely any original Pokemon and almost no Fire types. But its important to remember that the shortcomings of the whole Generation are no the actual number of ugly shitmons.
Just off the top of my head I could name multiple whole lines of new Pokemon from Gen 5 that look really really bad.

For now, I'm going to say Gen 5 is the worst of the two offenders, but I may come back later once I've had some time to pick through them before saying for sure it is Gen 5.

Gen 5 is very solid outisde it's legendaries. But, I gave up on legendaries ever being good again in gen 4, anyway.

People who don't like gen 5 tend to be people who started with gen 4 and got their sense of aesthetic skewed or are people who feel like they are too hard for whimsical pokemon. Gen 5's aesthetic is very reminiscent of gen 7 and I suspect the same art director is in charge.

So far, based on the amount of good designs compared to the total amount of new pokemon, gen 7 is the ugliest.

Lucario is not that bad for a design. Just ugly. All it really needed was more cartoonish proportions, so it would look more like the fighting types before. Too bad his human-like proportions became the norm for fighting pokemon afterwards.

Gen 3 by far. Swellow, Ninjask, Aggron, Metagross lines and the box legendaries are the only good looking Pokémon

in terms of gameplay gen 4 was one of the best (physical/special split, graphics, underground, secondary abilities, plot) but it was a let down in terms of pokemon design, for sure. some evolutions are acceptable but all the preevos suck, period. the original designs are few but i don't think hippowdon, lopunny, garchomp, bastiodon and toxicroak were bad.
on the other hand, gen 5 barely introduced new mechanics other than hidden abilities and team preview, which was not the best idea GF had, and while some designs were terrible, most were above average
so yeah, gen 4 is the worst desu famiglia
