I mean I could be wrong but all the signs point to "pretty useless for anything besides main storyline". In fact maybe not even then. At gamescom a Pikachu used a normal Z-move against a Rowlet and took out just a bit more than half of its HP

Until we know more about them, I don't have anything to say other than speculation. Even if it's the best possible situation (of them being like 200 BP), they still take an item slot and are one time use. People will find a niche for them, just like how Gems in Gen V were used to cripple things that would normally be able to somewhat safely switch in on the Poke you use them on. It isn't much, but it's something.

For reference, this is my supposed situation using a 200 BP Normal move, using Chespin as an example

0 Atk Pikachu (No Move) vs. 0 HP / 0 Def Chespin: 67-79 (51.1 - 60.3%) -- guaranteed 2HKO

I'd imagine Rowlet has a good bit less than 65 base defense tho, but dropping the Z Move to 180 BP brings it down a good bit.
