I think thats oversimplifying it a bit, though Flannery is definitely the favourite of the Hoenn gym girls. I think its more just the ones that are conventionally attractive and fanservicey get the most focus, for obvious reasons. Skyla and Elesa for example both get a lot compared to Lenora.
