There are Action Replay codes that let you change the camera angle in Gen 5 games to look like that, since they're rendered in full 3D with 2D characters, and it actually doesn't look shit.

AFAIK aside from the houses, the "3D" in Gen 4 was rendered in the same style as the original Doom, which was really just 2D, but rendered certain areas with an offset.
