Actually I just checked out the rest of the exclusives to do some quick comparisons. There were 6 families exclusive to either version.
Of those, Magmar/Electabuzz got baby and evolved forms in later generations. Pinsir got a Mega, Scyther has an evo from Gen II.
Vileplume has a split evo in Gen II, but I don't think that rules it out completely. Its counterpart, Victreebel, has no alt forms or evolutions.
3 remaining families in Blue (jap Green) have Alolan forms: Sandshrew, Vulpix, Meowth (Persian unrevealed, but no reason to doubt its existence)
None of the remaining Red exclusives (Ekans, Mankey, Growlithe) have confirmed Alolan forms.

This casts further doubt on Ekans getting an Alolan form and the legitimacy of this rumor, but increases my idle hopes of Bellsprout getting one.

Not necessarily, Azumarill, Sableye and Quagsire are all pretty successful pokemon with even lower BST's than Arbok, and there are quite a few more really good mons with only about 50-60 more. I guess stats aren't the main problem, moreso specialization, the aforementioned mons have a combination of movepool, ability and typing that lets them fill roles other pokemon can't. Arbok is just 'meh' all around.

As much as I don't believe the rumors, there is a brown tree snake in Hawaii as an invasive species and they're very agressive. Either they got lucky that there's an actual species of snake in hawaii like that or they looked it up and made some rumors based off what they read. Who knows.

It doesn't evolve naturally, it evolves holding onto an item that changes it. It makes sense that an external method of evolution can change it completely.
They may have retconned Exeggcute's evo method (Leaf Stone -> 'Normal' Exeggutor / Level Up -> Alolan Exeggutor), as far as i know they haven't confirmed that same method of evolution.
If there's any Alolan form to complain/be confused about, its that regular Cubone evolves into Fire/Ghost Marowak.
