I assume you mean Moxie. There really is no answer to what's better as they can both be used with different sets. Moxie is good for when you want to revenge kill something and snowball for there. Whilst Intimidate can give your Mence great defensive bulk which can allow it to set up on the weakened Pokemon.

You only want HP EV/IV on imposter ditto, the ability copy raw stats. Its good, but you will struggle with tanky/bulky poks. It's best if you switch him in on some sweeper that has already buffs up so you can steal them.

I'm working on a sandstorm offense team, and using an M-Altaria as a check to M-Zard Y and Specs Keldeo. What I'm unsure about is whether or not it's worth running Cloud Nine as a direct counter to Zard-Y's Drought at the detriment of the overall sandstorm or whether to just stick with Natural Cure as a more balanced option. Leaning towards Cure just because Zard-Y isn't omnipresent.
