It was an interview in Famitsu, so it was the developers who said they are 14 at the time.

The way I think of it is that their artworks as we have them represent them as 16 years old, which is their age during the B2W2 events. So, if you place Hilbert and Hilda right next to Nate and Rosa (who we can assume are 14), the age difference is represented well.
