I think the reverse. You're imagining the place as way too small. Remember that the scaling is off. The regions are all likely larger than we imagine them. Johto and Unova have evidence of places we don't see, and its safe to assume that the cities aren't REALLY just a few buildings. Like, Goldenrod and Jubilife probably look a lot like Castelia.
