Kanto was sparse in the original GS because it was added as an afterthought. HGSS are remakes of GS so they're also sparse.

Of course, they could've improved Kanto for the remakes, but this is GameFreak we're talking about.

This. They should have adjusted the encounters and trainer battles to give us a postgame challenge. Even though it'd mean you'd be encountering Pidgeots and Raticates in Route 1, that would be leagues better than battling low-level shitmons with a level 40+ team.

They did improve it though. Viridian Forest, Seafoam Islands and Cerulean Cave were all brought back. Rock Tunnel was reworked into a better dungeon.
