Doesn't make up for anything. Unless Alolan Raticate gets a crazy boost to their Attack stat, priority moves don't mean anything to a Pokemon who's highest stat is their Speed.
I'm going to guess that the Alolan form might lose some speed because it's hefty, but I have a feeling stats will get redistributed into defensive stats.
Even taking that into account Alolan Raticate might have lost Guts, unless it's a HA. Raticate's main use was Toxic Orb Guts Facade STAB user.

Which is why Guts was so important. Raticate already had a psuedo-STAB Sucker Punch thanks to Guts. If Alolan Raticate doesn't have Guts it's kind of shit out of luck.
