Well he was retired when he became a pokemon gym leader wasn't he? Plus, I don't know about you, but Lieutenant is a pretty decently high rank to have achieved, especially if he worked his way up from enlisted ranks.

Of course, also depends on if he's a first lieutenant or a second lieutenant.
