You're right except for that last point.

They never showed Exeggutor, Ninetales, Sandslash, or any others off until the Alola forms. Likewise, the Japanese sites keep updating with the Gen I mons shown in trailers that DIDN'T have Alola forms. So if it's shown in a trailer initially without the form, it's not getting one.

While you're technically right since GF can do whatever they want, this has been the case so far.
Considering we see Dragonite in the photo game, as well as listed on the "sighted" page, I think it's safe to say Dragonite, or anything else on that list will not be getting Alolan forms.
