Even that's not true. A few moves would improve them dramatically, and Gamefreak adds moves all the time.

Glalie could get Rock Polish and Stone Edge
Banette could get Swords Dance/Hone Claws and Me First
Audino could get Follow Me and Softboiled

etc

Plus they change abilities, mechanics etc. If anything megas prove that "final forms" are never final.
