Mega Evolutions are a result of the ultimate weapon. Only Pokemon native to Kalos and the region warred against (probably Hoenn, since there are many Hoenn megas) will have them. It wouldn't make sense that a place far from Kalos would have megas, and it is likely that there will be some sort of trading boat where you can purchase mega stones.

XY and ORAS had megas already. Fucking ORAS had Mega Sableye revealed in June while the game released in November. They're not a secret that need to be hidden anymore. No mega in the maingame because they want to promote Alolan forms and Z-Moves. Alolan forms and Z-Moves serve the same purposes as Megas: Getting oldfags to come back for their "new" old pokemon and making old pokemon better in gameplay.
Once you get your national dex you'll get your ring that lets you mega evolve your pokemon so you can use your megas from XY and ORAS.
