Or rather, just make it Flying and Wind.

Because they're shoved together, we can't have any air-elemental Pokemon that aren't also birds/flying in the air.

Back in gen 1 they knew this. The wind-based attack were all Normal type, not Flying. All Flying moves were specifically bird moves.

The way it's now is as if Poison wasn't a type and all poison-themed attacks were Bug type. Which would restrict design of poison themed mons that aren't bugs.

Flying type works for all wind / bird types since any pokemon with wind powers and most birds can fly or float, so to split it up would be arbitrary. The most logical thing would be to call flying type wind type so as to fully encompass all wind attribute powers but it's too small a distinction to matter.

But that's wrong. Rotom-Fan is an example of a wind-based Pokemon that can't fly, and there's no real correlation between being a bird and being able to use wind attacks. Since the precedence of of separating traits like this into different types is already set by stuff like Water/Ice, Ground/Rock, Normal/Fairy and Psychic/Ghost, it would only make sense to also separate Wind and Flying. Flying is the monster category - like Bug, Dragon, Ghost and Fairy - and Wind is the element, like Water, Fire, Electric, etc.

Flying should have been turned into an ability. The whole type is so unnecessary, that pretty much all flying pokemon are dual type.
