This is a kid's show. As a result, there's some level of expectation that it will teach some underlying moral to kids. If Serena goes with Palermo without some satisfactory closure with Ash, that might be construed as teaching kids that solo pursuits are more worthwhile than possible relationships.

Simply put, given how bad Japan's population problem has become, that's not a lesson that they need to be teaching kids at the moment. Maybe that moral would be standard 20 years ago when the slowing population had yet to be a major concern, but at this point Japan's population decline is sometimes referred to as a crisis. This seems like the sort of thing that pragmatic, uninterested-in-the-story executives would be more interested in, and it's sometimes offered as an explanation of why shows like Naruto, One Piece, and other media like the Pokémon games all began to step up their romance elements at about the same time.

You seem to think that Dawn's issues with her confidence and drive are flaws when in reality they contribute to building and maturing her character.

The fact that Dawn doesn't win every time and gets bummed out about losing gives her depth and makes her relatable. It contributes to her overall arc and helps her mature into who she was at the end of DP.

No. The writers made that decision on their own because the executives normally don't get involved in that regard. They only get the final say on some pivotal points, with Satoshi's league story being one of those.

The Pokemon anime is not just the writing and directing staff. Marketing and other branches (including the executive one) have to work together to make the most out of the product.

This excuse works wonders if you assume and accept there is zero continuity between series, and that there is, effectively, a reset between them (both for Ash and the rat), which in reality does happens at various levels. But then you have the problem that Ash is currently on his sixth league loss and counting, and will probably lose whatever equivalent they have in Alola, and by your own premise, they won't let Ash win, making his own earned experience irrelevant, and as easily replaceable with noobness and idiocy (like BW demonstrated) as his regional teams and his regional friends.
