The sprites work better in gen 3 games than any other, so Fire Red or Emerald are probably your best bet.

It's ridiculous how there is no Gen IV or up versions of Moemon.
You should play Fire Red.

There are a couple of gen 4 versions, but they're not all that great, especially the backsprites.
