Because catch rates for some pokemon are so frustratingly low that it can take an hour to catch a pokemon which some people don't want to do.

That was fixed in gen 6 though. You literally have no reason to use your master ball anymore.

It's just rolling a dice and seeing if the RNG is kind enough to let you catch it. If it doesn't work out and you run out of balls, just restart the game and try again. It's just annoying, not challenging.

Getting a pokemon to low health and status and then pushing A until the game decides to let you pass isnt a challenge anyway. You can do it without even looking at the screen for most legends.
Only legends with self heals take any preperation, and even then its just bring a heal block user.

I remember using my Master Ball on a pichu that you caught at Victory Garden in Pearl version. Didn't know that there would be palkia later and pichu was refused to be caught normally.

You're right. I'm a lazy fuck and I don't want to put any effort into catching legendaries/shinies. The whole idea of putting effort into catching Pokemon has never appealed to me, I'm only interested in the fights.

It's there so nobody can complain about the game cheating against them.

There are four Pokemon in gen 1 with a catch rate of 3, only one of which gets to be caught with a master ball. The other three, you have to use an ultra ball on. Mewtwo is ultimately the hardest, due to having recover, and the ability to one shot most pokemon, but you're not exactly denied a challenge with the birds still being a pain in the ass to catch.

Also, in retrospect, it makes the game easier to speedrun.

You have a 1/6 chance of catching a pokemon with an ultra ball that is asleep regardless of how much HP it has, or what it's catch rate is. Reasonably, the best strategy for catching Mewtwo (without Masterball) would be to get a Clefable with Light Screen, Minimize, Sing, and Rest, and just keep the fucker asleep, throwing ultra balls at every opportunity. After 4 throws, you are more likely to catch than not catch.
