They're not. They understand what they want from the type and have researched fairies and know it fits a wide range of things, and are applying them where appropriate. That may not always be something that's immediately obvious to those whose job isn't to research this stuff. Ninetales is based on a kitsune which is fairly fairy like, as with most yokai who could probably be described as fairies or ghosts. Alolan Ninetales is likely based on something else that's more fairy like as to earn the typing. If anything they've been conservative on not giving the typing to some.
