Why do some Pokemon exist just to suffer?

why did generation have the best designed, but the least practical pokemon.

I remember Delibird being my favorite and strongest pokemon in Silver, then not being so good in SoulSilver :(

This is actually true. As designs and concepts, absolutely top notch. But definitely the most mons that cant do anything.

Because not everything gets to be at the top of the food chain.
Some Pokemon are stronger than others, and those last ones require more work to be able to fight. Sucks for Ledian and others, but there's nothing wrong with that.

There's no denying there's some of the greatest Pokemon design in Gen II, but it's at best a 50/50 gen, where half of them are just bland as hell

Well, yeah. Not that bland is a bad thing. I feel Gen 7 is similar to Gen 2 in it's simple designs, but they also have a lot of neat concepts.

Like, I still think Teddiursa's line has the best bear mons, except maybe the Pangoro line
