I had this question too. I thought the Aqua and Magma admins were dead.

I haven't read ORAS yet, and I haven't read anything since Platinum ended, but I firmly remember at least Courtney dying. It was a really touching moment.

Did they bring these people back or is my memory wrong?

The previous Magma/Aqua admins disbanded and returned to their lives as civilians. Because of Ruby's Celebi fucking with time, all the people Archie and Maxie murdered came back to life, and Courtney in particular decided to get back into contests instead of dealing with this heavy shit now that her boss was gone. Because of resonating overwhelming power or some shit, Maxie and Archie ended up in some pocket dimension where they met Sird. She presented the two with a suit of armor that would let one of them survive in realspace again, so Archie murdered Maxie to return as Guile Hideout and try to do more evil shit. Gold tricked him into destroying his armor, and Archie faded into nothingness once more. But, as it turns out, neither one truly died. Instead they got banished to the Distortion World, where Giratina lives. They returned in ORAS to help Groudon and Kyogre achieve their primal forms, and hired new admins to use the same codenames the old ones did. After they managed to destroy a smaller meteorite their borrowed power expended, and they faded again to return to the Distortion World/unnamed pocket dimension/hell.

Basically, blame Zinnia for being a crazy bitch.

Basically Giovanni recovered/created two Deoxys. One escaped and was the Deoxys of the FRLG arc, while the other one was eventually useless to Team Rocket and was destroyed/discarded/etc. But apparently it survived, and ORAS shows it returned to space to grab some asteroids and drop them on the Earth in an effort to kill Giovanni in revenge. Fug blasted this one as shown here. This is same Deoxys that attacked Oak's lab and kidnapped Blue's parents in the beginning of FRLG.

I like how they split Ariana into three characters < Sham, Sird and Ariana who did basically the same thing all over again, and yet they decided to keep using Maxie and Archie for crazy shit plots instead of creating new characters based on them.

That's different.
Sham was based on the Rocket Executive class from GSC, she didn't have a name yet. Because Sham was loyal to the Mask of Ice (Pryce), it didn't make sense for her to be working for Giovanni in FRLG, so Sird was made. Besides, Sird eventually evolved into her own character (will she ever show up again?).
Then the HGSS games came out and gave us Rocket Executives with names and characters, whose whole thing was being loyal to Giovanni and trying to bring him back. It wouldn't make sense to use Sham and Carl (proto-Archer) for those roles either, so Kusaka just introduced Archer and Ariana into the Manga.

There's no point in creating new characters based on Archie and Maxie. Especially since the fact that they look and act different is explained by them being fused together in the Distortion World and then being split.
Creating new characters for the Aqua and Magma admins makes sense both because they look different and because of the way the Manga admins character arcs went.

It would have made so much more sense to run with Zinnia's 'alternate universe' theory and brought the ORAS Aqua/Magma from an alternate universe using Hoopa/Link Cable/whatever the fuck they wanted. Seriously, before the ORAS chapter started I legitimately thought that was what they were going to do because it made the most sense to me having played the games.

The fact that Kusaka just straight up changed the original Archie and Maxie's personalities to correlate with ORAS, made them turn good despite everything that went down in RSE, shoved the ORAS admins in there just because, and then only provided a BS explanation pulled out of his ass at the last minute for it all, was completely insulting to the fans of the original RSE chapters.

Archie and Maxie have totally different personalities in the manga. Archie was coldhearted, stoic and surprisingly intelligent. Maxie was a drunken lunatic who wanted to see the world burn. The both of them tried to kill each other throughout the entire chapter, successfully destroyed most of Hoenn just because they could, killed several dozen characters, and in Emerald Archie even murdered Maxie in the end before creating a monster Kyogre in order to sink and drown the entire Battle Frontierr.

There's no way that intelligent scientist Maxie and boorish pirate Archie with good intentions of saving the earth are in any way the same as the RSE Maxie and Archie.
