I know but why would anyone runs a gimmicky set like that? Return is its strongest STAB and his moveset favors physical.

His best set is a support set and it's better with Return and a cover move or knock off and a cover move.

If you go for a sweeping set your best boosting move is swords dance and also favors physical moves.

The only good set where you would use surf is with choice specs and, to be honest, it's just a dumb choice since there's many many many more pokemon who can do a better job than it and its strengths lies in its support set.

So yes it can theoretically 2HKO groudon, in practice it would never happen or you would seriously gimp yourself by doing it.
