Giovanni might actually be a government official. the government is pretty interesting in the pokemon universe anyway but mostly because we know so little about it all. the implemented rules like you can only carry 6 pkmn and no more than that and literally beam the ball into Bill's PC pkmn carrying system automatically. there most be some device inside the pokeball that does that. otherwise the transfers only work stationary.
