The only real barrier is winning a league, and if they have spent ~20 years and six generations with him not winning one at all, just varying his placement and the round of the eventual loss, then it means that they will easily spend another two decades and another six-seven gens with the same eventual outcome rather than having him win, especially given that there is little to zero correlation and progression between regions (hence, why Ash, despite his relative ability, doesn't bring any Pokemon to a new region except Pikachu, why past events are barely mentioned, and why Pikachu resets its level at the start of a new gen). In these near series, you will again get a top 4 or a top 8, and maybe even another final if you're lucky, but you can be sure that Ash won't win a league. Ever, as long as Pokemon as a franchise is still profitable.

Instead, just try to enjoy the occasional cute/comfy CotD episode that shills a certain new Mon because, at the end, that's all what this anime is about.

We'll get titles today, right?

I don't want to rain on your parade personally, but I can name a 'plan' that's rarely been acted on: Ash's aura talent. You'd think he'd have at least one aura capable mon for some neat plots, but outside of Hunter J and movies it's never mentioned again. That's near N-levels of potential, wasted.

This 'endgame' and 'final season' speculation needs tempered expectations. This is the same show that puts a legendary in Ash's face because they're scared of a powerful protag actually making progress on a goal.

Clemont is going to help repair Lumious and the Tower which is his reason for leaving Ash at the end of XY along with the fact that Citroid is kill. So he'll be busy for the next couple months with reconstructing the city and getting the power up and running again.

And during the winding woods there role, even though it was really small, had impact because of how they interacted with Pikachu and talked about how without Ash with it it isn't the same Pikachu.
