You see, I was going to say Lucario at first, but the majority of fans genuinly like Lucario. Lucario's popularity was a result of fan favoritism.
Zoroark was literally designed to be "Lucario 2.0". Its design screams "Focus Group", it's literally another anthropomorphic canid, but now with a cooler, edgier color scheme, a unique ability, a special event dedicated to it, being pushed in the merchandise, and so on.
Like Poochie, it was forced onto the fanbase with little success.

Zoroark is more like EarthBound in which it was marketed poorly. It's transformation gimmick should allow it a larger movepool, but I guess that never happened. A simple fuckup, but a big one.

I would honestly vote Zinnia or AZ as the Poochie of the Pokemon franchise, maybe even Lysandre. They all take the philosophy to really controversial extremes to me more than a single Pokemon.

Something people don't bring up often is that Poochy kept appearing in the Simpsons as part of the Itchy and Scratchy show anyway, Bart once even said once that he liked him. I think it was a cynical message about companies ultimately not caring if they can squeeze some more money and kids ultimately eating up what they are given. And this is the impression I get from Lucario, while he does have genuine fans, his huge popularity is the result of getting shoved so insistently by GF that it ended up working.
