This is part of some Evil Team bosses promotion they're having in Japan at the moment.

Personally, I think it would make more sense for Givanni's Pokemon to be Nidoking or Rhydon/Rhyperior and for Lysandre's to be Gyarados.

Nidoking just fits him better.
Also, Rhydon is his strongest Pokemon in RB (for some reason he uses Rhyhorn in FRLG) and Rhyperior is his lead Pokemon in B2W2. Nidoking is also higher leveled than Nidoqueen in most of his battles. Also, Nidoking and Rhyperior are the only Kanto Pokemon he uses in his World Leaders team in the PWT.
