I don't know. it's fiction. it would depend on how old the fearow in question is because Ho-Oh is probably many centuries old. for sure.

Ho-Oh is a resurrected Fearow that became a legendary, much like Entei, Raikou and Suicune are legendarized Flareon, Jolteon and Vaporeon.
