Pretty much. Unless you figure out some way to automatically scale everything to match the player, and that has issues of if you calculate it off of their highest or the party average.
Either way, you'll still have issues where low level spots disappear, making changing out team members or leveling new ones quite difficult.
While the idea of an open world pokemon game sounds cool, it'd be insanely hard to implement in practice.
I almost feel like you'd need to have all areas contain mostly low level pokemon, all under around 20 or 30, with those below 10 still showing up everywhere. It'd be radial from the starting town, so at the begining you'll only rarely come across high level mons, while later on you'll only rarely come across low ones.
Then you could have enemy trainers scale themselves to the player, but wild pokemon would vary more. Gym leaders would be their own headache to handle, but you could potentially have them scale as well, and stick and level 40 mons in victory road.
